The mission of the EPJ Educational Foundation is to locate funding sources and distribute funds to students graduating from EPJ who are pursuing a degree from a post-secondary institution.

In May of 2011 we gave away $5500, the following May we awarded $9300. Over the two years we have awarded $14,800 to help our graduating seniors continue their education.

Educational Foundation Board Members

Christine McMeekin-Hemmingstad

Christine McMeekin-Hemmingstad ~ Business Agent

Christine McMeekin-Hemmingstad has been a school counselor at Elk Point-Jefferson for 14 years. Prior to EPJ School, Christine worked as an Academic Counselor at Briar Cliff University and in Training & Development at Gateway. Christine is married to John Hemmingstad and they have two children, Lucas and Thomas.

Troy Donnelly

Troy Donnelly ~ Board President

Troy Donnelly has been a lifelong resident of Elk Point and graduated from Elk Point-Jefferson High School in 2009.  He graduated from South Dakota State University in 2013 with a degree in Agricultural Business. In November of 2013, he began in the real estate business licensed under Herrity & Associates, Inc. Real Estate.  Troy is the current President of the Elk Point-Jefferson Educational Foundation as well as a board member for the Elk Point Economic Development Corporation and the Elk Point Housing and Redevelopment Commission.  During his free time, Troy enjoys team roping and attending EPJ athletic functions to watch relatives and family friends. 

Chuck Donnelly

Chuck Donnelly ~ Board Member

Chuck is a 1982 Elk Point and 1986 SDSU graduate with a MBA from the University of Arizona in 1990.  He is married to Lori and they have four daughters: Jenna, Taylor, Kylee, and Jill.  He previously worked with Hughes Aircraft Company and Proctor & Gamble before returning to the area to farm.  He is a founding member of the EPJ foundation and a three term member of the EPJ School Board. 


Bob Murphy

Bob Murphy ~ Board Member

Bob Murphy along with his wife Suzanne moved to Elk Point in 1995 and both have been active members of the Elk Point Jefferson community ever since. All three of the Murphy children, Allyson, Nick and Michael are EPJ graduates and went on to further their educations at South Dakota State University, Northern State University and Nebraska Wesleyan University respectively. Bob has worked for Tyson Fresh Meats (formerly IBP) in sales and pricing since 1989. Free time during the school year will find Bob at EPJ and other high school and collegiate sporting events, during the summer golf, hiking and camping occupy his free time. 

Amy Scarmons

Amy Scarmons ~ Board Member

Amy Scarmon has lived with her husband Manny and kids Emma, Alex, and Jake in the Elk Point community for 13 years.  She is the manager of the Mercy Child Advocacy Center in Sioux City.  Amy is also active on the EPJ All Activities Booster Club board, the Union County Child Protection Team, and Chili Cup committee.

Kim Hutcheson ~ Board Member

Kim has been a resident of the Jefferson and Elk Point area since 1983 and a graduate of Jefferson High School. She and her husband, Dan, have 3 kids who are all graduates of Elk Point-Jefferson High School.  Kim is works for the City of Elk Point as Utility Office Manager and enjoys working with people in our community. 

Pat Bruinsma

Pat Bruinsma ~ Board Member

Pat works as a Response to Intervention coordinator in the SD Multi-Tiered System of Support that is affiliated with the SD Department of Education. Pat has 32 years of experience in the education field. Pat and her husband Alan have 2 grown children Reina (SDSU graduate) and Bo (USD graduate).  Pat and Alan have lived in Elk Point since 2007.  

Terri Chicoine

Terri Chicoine ~ EPJ/Board Treasurer

Terri Chicoine has been the Business Manager at the Elk Point-Jefferson School District since 1990.  Prior to working at EPJ, Terri was an Accountant at Williams & Co., in Sioux City, Iowa. Terri graduated from the University of Northern Colorado in Greeley, Colorado with a degree in Accounting.  Terri and Brian have three children, all graduates of South Dakota State University.

Each year we raise money for the Community Commitment Fund (CCF). While most of this money is distributed to the current seniors, some of it goes into the CCF Endowment. The goal is to grow the CCF Endowment so we don’t have to raise money each year. We have several events throughout the year.
